Hotels like this one (3-star) normally accepts cash payment for check-in even without reservation (walk-in). There is no guarantee, however, if there will be a room available, so to be certain, just make a phone call to inquire room availability. Just inquire ahead of time via phone call also if they will need you to make a refundable deposit (usually between P500 and P1000) upon check-in. Since it's refundable, the hotel will give it back to you upon check-out.
I suggest using trip advisor to book the room (you will be redirected and get to select from a range of booking websites). Over the counter prices are generally higher. Book the rooms on websites entitles you to offers and discounts.
Paying by cash or card when hotel is booked via Booking.com?
It depends on the room rate type selected by you. The Booking.com site have rates that are "Non-refundable" for the lowest prices so you will pay by card at the time of booking the room online. For other room rates type you will pay at the time of check-in and I have paid some by cash, others by card. What I found is the more expensive hotels wants you to physically present the same credit card you used for the online booking even if you're paying by cash.
With Agoda the payment is made at the time of booking so you only have to present the confirmation email to check-in at reception.

1. Book directly with the hotel.
To encourage direct bookings (and avoid paying commissions to sites like Expedia or Hotels.com), many hotels now guarantee that you’ll find the lowest possible rate on their website. If you see a lower price elsewhere, call the hotel and see if it will honor it. Many chains will not only match lower prices elsewhere on the web but also throw in extras such as a free night (Choice Hotels) or a gift card toward future travel (Best Western).

2. Earn miles with every hotel booking.
This contradicts our last hack a bit, but stay with us here. If you’d rather collect frequent flier miles than hotel points, a site called Rocketmiles is for you. Each hotel booking on the site generates thousands of miles for the loyalty program of your choice. So you may pay a few bucks more a night than you would if you booked directly, and you won’t get any hotel loyalty points, but if you travel frequently you’ll rack up miles that you can parlay into free flights down the road — which could save you even more in the end.
3. Booking early? Take advantage of falling rates.
If you’ve ever agonized over when to book your hotel (“Will the rate go down if I wait a few more days?”), there’s an app for that. Book with Service, and you’ll automatically get refunded any time the price drops between when you book and when you stay. Another option is Pruvo, which will alert you if it finds a cheaper option after you book; you can then cancel your original reservation and make a new one using the site’s own booking service.
